UW-Madison journalism professor Michael Wagner breaks down the president’s declaration of a national emergency for border wall funding. He says that since the president had a hard time getting funding under unified Republican government, getting a bill through the legislature with Democratic control of the House is unlikely. “This will face scrutiny, in the House and in the courts,” Wagner says.
