Term Limits, texting while driving, and state mascot

Texting while driving, removing the statute of limitations on certain rape cases and adopting a state mascot were all issues lawmakers tackled the 5th week of the 2012 legislative session. In Committee action, landowners testify for a bill that would allow them to sue the state of South Dakota if the state is unable to keep the prairie dog population under control.
