The Navy Yard neighborhood was once home to a vibrant community of immigrants and African Americans. But by the 1980s, many residents had left as the area became a haven for drugs and crime. In recent years, the Arthur Capper/Carrollsburg Housing Project was replaced with a mix of market rate housing, workforce homes, and affordable housing surrounding a brand new community center.
